The United Kingdom and the United States have forged a important bilateral deal that will maintain zero tariffs on UK pharmaceutical shipments entering the US market.

Agreement Details of the Pact

Under the terms of the agreement, the UK has pledged to raise funding on drugs through the NHS. This commitment guarantees that duties on these crucial goods will be held at nothing for a period of three years.

This agreement follows previous warnings to significantly raise import taxes on branded pharmaceutical imports, with increases floated reaching 100%.

"This agreement between the UK bolsters the global environment for new treatments and introduces much-needed balance to American-British medicine commerce," a statement declared.

Economic Significance

Medicines are one of the the United Kingdom's largest exports to the United States, which is by far the biggest buyer for large companies like GSK and AstraZeneca.

Statistics reveal that in the one-year period to the end of last September, the UK shipped medicines totaling £11.1bn to the US. This figure made up 17.4% of all goods exports in that span.

"This deal protects jobs, boosts investment and facilitates the UK to establish itself as a worldwide center for medical research," the Business and Trade Secretary commented.

Detailed UK Commitments

The pact entails several key changes from the UK:

  • Price Threshold Increase: The UK will increase the cost ceiling at which it judges new medicines to be prohibitively costly by twenty-five percent.
  • Higher Drug Budget: There is a goal to raise total health service expenditure on medicines from 0.3% of Gross Domestic Product to 0.6 percent over the coming ten years.
  • Payback Limit: The sum manufacturers must refund to the NHS to prevent overspending will be restricted at fifteen percent. In the past, refunds topped twenty percent.

Industry Background

This agreement comes amid a ongoing dispute between the sector and the British authorities over medicine costs and NHS adoption.

This friction were exacerbated by claims that US customers were paying a premium for the same drugs than consumers in the UK and Europe.

Recently, several major manufacturing plans in the UK have been delayed or abandoned, while substantial funding commitments have been announced toward projects in the United States.

The Science Minister publicly accepted that the NHS must increase expenditure on medicines, noting that its expenditure on drugs had decreased as a share of its overall budget over the past decade.
